The Italian Financial Stability Act 2014 contains a legislative decree dedicated to environment and natural resources, which contains the "environmental provisions to promote green economy and measures for containment of excessive use of resources natural.
Two of the more significant changes for green public procurement are described below.
The GPP becomes mandatory and the Article 14 says that it is compulsory for the procurement of supplies of goods and services, to predict the inclusion of the technical specifications and contract clauses contained in the " minimum environmental criteria " (CAM) as defined by ministerial Decree 11 April 2008.
The new legislative items speaks also of the creation of a catalog of technologies and products with a low carbon content, to be preferred in the investment of public administration and business. The procedures to give priority to the development of these technologies will be defined in a subsequent decree .
"The approval of the Eco connected is great news for the environment," says Alessandro Bratti (member of the italian parliament ) "and I would like to especially emphasize the importance of waste management and the theme of green purchasing , because the measure pushes their products to low carbon content. This is a significant base that in Parliament we will seek to enforce further to try to highlight the choice of the green economy.
